If TV seasons are short, why can't a writer work on one show for 8 episodes, then jump onto another show for 8 episodes?

Most television writers get paid per episode produced. Doesn’t matter if the network airs it, as long as they produce it.
Back in the 1990s, when I broke into the scene, it wasn’t uncommon for a hit show to produce 22 or even 24 episodes per season. That was good money!
But today, most scripted shows are on streamers, and streamers tend to buy fewer episodes. So now a TV writer might only produce 8 episodes per season instead of 22. That’s a big paycut!
To make up for this shortfall, can a writer jump from one 8 episode show to another 8 episode show?
